The Houghton County Board of Commissioners held a
Special Meeting on Thursday, September 20, 2007, in the
5th Floor conference room of the Courthouse,
City of Houghton.
The meeting was called to order by the Chairman, Paul
Luoma at 10.00 a.m. After the Pledge of Allegiance the
following commissioners responded to roll call: Edward
Jenich, District 1; Dennis Barrette, District 2; Anton
Pintar, District 3; and Paul Luoma, District 5. Scott
Ala, District 4, was absent.
A motion was made by Commissioner Barrette and
seconded by Commissioner Pintar to approve the agenda
with the order change of moving #1. MAC Representatives
further down and starting with #2. Jim Tercha,
International Paper Update. The motion carried by a
voice vote. Ayes 4, Nays 0.

New Business
2. Jim Tercha, International Paper Update. Mr. Tercha
informed the Board that he drew up an agreement between
Houghton County, who he represents, and International
Paper, Lake Superior Land Company and GMO Threshold
Timber Michigan II LLC. He stated the agreement was
accepted by International Paper and its attorneys. He
was present to get the Board’s approval of the written
agreement. A motion was made by Commissioner Jenich and
seconded by Commissioner Barrette to approve the
agreement submitted by the County’s attorney and
allowing the County Chairman of the Board and County
Clerk to sign on behalf of the County. The motion was
carried by a voice vote. Ayes 4, Nays 0.
1. MAC Representatives. Tim McGuire and Tom Hickson,
representatives of MAC were present to give a MAC
legislative update. They answered any questions they
could that the Commissioners had and offered to assist
in getting back to them if they didn’t have an answer.
3. State of Michigan Rental Agreement #11338. Eric
Forsberg, Houghton County Controller, stated the State
of Michigan wants a rental agreement for the former 911
Building on Hecla Street in Laurium for a State Police
Post. There is no time frame but a month to month
agreement of $1,400.00 a month. A motion was made by
Commissioner Jenich and seconded by Commissioner
Barrette to approve the State of Michigan Rental
Agreement #11338. The motion was carried by a voice
vote. Ayes 4, Nays 0.
Commissioner Barrette made a motion to approve a
resolution authorizing the Controller, Eric Forsberg to
sign the Rental Agreement #11338 on behalf of Houghton
County. The motion was seconded by Commissioner Pintar.
The motion was carried by the following vote.
YES: Barrette, Pintar, Jenich and Luoma 4.
NO: None 0.
Absent: Ala 1.
4. WUPPDR MEDC Technical Assistance Letter of
Support. A motion was made by Commissioner Jenich and
seconded by Commissioner Barrette to send a letter of
support on behalf of WUPPDR regarding the termination of
their Michigan Economic Development Corporation ( MEDC)
technical assistance funding. The motion was carried by
a voice vote. Ayes 4, Nays 0.
